The Coalition for Accountability and Integrity –AMAN sent a letter to H. E the Prime Minister, Dr. Rami Al-Hamdallah. The letter emphasized the importance of the Decree-Law issued by H.E the President Mahmoud Abbas. The General Electricity Law for year 2018 amending Decree-Law No.13 for the year 2009.
AMAN Coalition pointed out that the presidential decision response to AMAN’s past recommendations to the Palestinian Energy and Natural Resources Authority – PENRA and to the Palestinian Cabinet. The recommendations emphasize the need for a clear and comprehensive national plan to develop the electricity sector. AMAN suggested to integrate the plan in the government’s National Policy Agenda within specific mechanisms and timeframe to provide the service at lower prices and to become independent from the Israeli control. Moreover, AMAN’s recommendations included the need to complete the establishment of Palestinian electricity regulatory council’s Board to undertake its supervisory role over the enforcement of the law, and to promote integrity, transparency and accountability. In addition, AMAN recommended reviewing the composition of the electricity tariff, factors that influence electricity prices, and to review operational costs of electricity distribution companies, to guarantee the rights of both the company and the consumer.
On January 11th 2018, the President approved the aforementioned decision. The decision provides for the financial and administrative independence of the Palestinian electricity regulatory council. It also needs to set up the organizational structure, furthermore, the decision needs to be approved by the Palestinian Cabinet and adopted by the council upon its approval. Moreover, the electricity council shall submit periodic reports to the Ministry of Finance and Planning, which in return shall transfer the surplus of the council’s budget to the Public Treasury.
