Successful Training in Security Sectors


The Civil Society Forum for enhancing good governance in security sector conducted a training course over receiving and processing complaints in security institutions. Many directors and employees in the Palestinian security sectors such as the General Intelligence, Military Police, Customs Police, National Security, Preventive Security, Civil Defense, Military Medial Services, Ministry of the Interior, in addition to the Public Complaints department in the Palestinian Cabinet, and both the governorates of Ramallah and Al-Bireh have attended the training session.
The training was funded by the governments of Norway, Netherlands and Luxembourg.

Dr. Omar Rahhal, coordinator of the forum, stated that the training aims  to enhance the capacity of the employees from security sectors to receive and process complaints according to the complaints system No. 8 of 2016.

Mr. Kamel Rimawi, Director of the General Department in the Palestinian Cabinet, emphasized the importance of cooperation between civil society institutions and security sectors to exchange knowledge and experiences to develop the work and improve the ways of dealing with complaints to serve the rights of the citizens and the rule of law.

The training course was conducted by the lawyer Majed Arouri, presenting topics related to the concept of complaints and their classification, aims and the skills of dealing with them, in addition to the information needed by the complainant, to analyze such information and to set the correct way in dealing with them.

The trainees recommended surveying the needs of the complaints department in all civil society institutions and security sectors, raising the citizens awareness of the importance of submitting their complaints and to have a better chance to be a part in social accountability, in addition to strengthen the citizens confidence in the complaints units in all security sectors as in providing a separate quarter away from the headquarters of the security sectors to raise the citizens confident in submitting complaints.
This training aims to promote good governance in security sectors and institutions.
