AMAN recommends that a clear and decisive policy be made to halt appointments and promotions

Ramallah – The Coalition for Accountability and Integrity (AMAN) called on Dr. Mohammad Shtayyeh, Palestinian Prime Minister, to make and adopt a clear and decisive policy to suspend appointments and promotions. A public debate has arisen following information and decisions on the employment of public officials’ family members in the civil service.

AMAN based its recommendation on the President’s Decision on the 2019 Public Budget, dated 25 March 2019. Article of the Decision provides for a suspension of appointments and promotion. Also, Article 13 of the Law By Decree No. 8 of 2020 on the Emergency Budget decisively prohibits all appointments and promotions by ministers and head of non-ministerial government bodies. With the exception of those in relation to addressing the coronavirus (COVID-19) pandemic, appointments will be highly transparent. In its letter, AMAN stressed the need to approve, make publicly available and quickly disseminate a policy on the suspension of appointments and promotions. AMAN is committed to enhancing trust between citizens and the government and bring an end to the current public debate with a view to joining forces, concerting efforts, and strengthening the capacity to confront the annexation plan and Deal of the Century.
