AMAN Coalition Reiterates Its Call Oblige All Parties to Adopt the Unified Social Assistance Portal

Ramallah - The Coalition for Integrity and Accountability (AMAN) stressed that it is necessary for all official institutions to abide by the Council of Ministers' Decision No. (136), which provides for adopting the Unified Social Assistance Portal as a channel through which all social assistance pass. The Coalition emphasized that the support to non- governmental organizations should only be in accordance with the provisions of Public Budget Law concerning the non-governmental organizations. Such support shall also be carried out under the supervision of the Ministry of Finance after the Ministry publishes explicit, fair, honest and ratified criteria on the mechanisms and standards for granting such assistance.

This recommendation was sent in a letter by AMAN Coalition to his excellency Prime Minister Dr. Rami Al-Hamdallah after some news published that the General Intelligence Force carried out two campaigns entitled "Ramadan Al-Khair" and "Recovery for the Master of the Country" for distributing food packages to citizens in several governorates as well as sponsoring Ramadan breakfasts for poor, orphans and needy people and providing various kinds of assistance to clubs, institutions and charitable societies.

AMAN, in its letter, expressed concerns that these activities may undermine all the efforts paid since years to unify the assistance channels aiming at solving the problem of duplicated assistance to some beneficiaries, which negatively impacts the principle of equal opportunities.

AMAN’s call is reiterated for the second consecutive year, after the Coalition has, last year, highlighted the phenomenon of initiatives taken by some security forces to distribute donations and gifts in violation of the law and the responsibilities and tasks entrusted to those forces.
