Gaza – The Coalition for Accountability and Integrity (AMAN) welcomed the outcomes of the consultative meeting in the Gaza Strip, where a consensus was reached to hold local council elections in the Gaza Strip. The Coalition called upon the Council of Ministers to issue a decision to hold these elections in accordance with the Palestinian Local Council Elections Law and citizens’ right to choose their representatives for the enhancement of community accountability. This is especially important because the local councils have a service-based and developmental nature and they are vital for citizens.

AMAN confirms that the periodic holding of local council elections every four years - in accordance with Local Council Elections Law No. (10) of 2005 and the related amendments - is the right of Palestinian citizens and an obligation for the governing authority.

During the consultative meeting that included factions, notables, and civil society representatives, held in Gaza on 14 August 2023, the governmental agencies in the West Bank were asked to take all necessary measures to hold local council elections in the Gaza Strip. Therefore, AMAN Coalition affirms the following:

First: The said call is considered a golden opportunity for holding elections because Hamas movement pledged to remove all obstacles that might prevent the holding of elections in the Gaza Strip.

Second: Hamas must adhere to their commitments made during that meeting and should seriously work towards fulfilling their pledges.

Third: The Council of Ministers must positively respond to this consensus by issuing a decision which specifies the date of holding local council elections in the Gaza Strip. The Council of Ministers should also call upon the Central Elections Committee to begin the technical arrangements for duly holding the said elections with appropriate procedures.

Fourth: To call upon all active Palestinian parties to contribute and support the holding of local elections and restore the voice of Palestinian citizens, thus enabling them to practice their constitutional right.

AMAN Coalition confirms its willingness to partner with civil society organizations to bring about the success of local council elections, especially in terms of community oversight of elections in their various stages to ensure the integrity of that process. The Coalition also calls upon all relevant parties to take decisions that serve the public benefit and end the state of division through the peaceful transfer of power. This can give a glimmer of hope to citizens to reach a democratic political system that respects human rights and dignity in both the West Bank and Gaza Strip.
