AMAN inquires about the legality of fees for certificate of freedom from COVID-19 for travel
Ramallah – The Coalition for Accountability and Integrity (AMAN) sent a letter to the Ministry of Health (MoH), inquiring about lawfulness of the NIS 150 fee, which is levied from citizens for obtaining a certificate of freedom from COVID-19 as a mandatory procedure to travel outside Palestine. A law is not in place, providing for the payment of this amount. According to Article 88 of the Amended Palestinian Basic Law, public taxes and fees may only be imposed by law.
In its letter to the Minister of Health, Dr. May Kileh, AMAN inquired about the accuracy of the information it has received, stating that some citizens do not pay this fee while others are obliged to do so. AMAN also wished to know the legal reference, which the MoH has used to impose this fee, as well as why some people are exempted from, but others are liable to pay, it.
In the context of its efforts to maintain a national environment of transparency and integrity, AMAN continues to follow up on the developments of, and public reactions to, new travel procedures to Jordan.
