AMAN recommends use of the Unified Portal for Social Assistance for impartial and equitable humanitarian assistance management in the Gaza Strip
Ramallah/Gaza – The Coalition for Accountability and Integrity (AMAN) has made a set of recommendations to promote equitable management of humanitarian assistance in the Gaza Strip. This comes in the context of AMAN’s “Clean Hands” campaign – Transparency and accountability: The groundwork for justice and equal opportunities in the provision of humanitarian assistance. The campaign aims at strengthening transparency, integrity, and accountability for assistance collection and distribution across the Gaza Strip. Most importantly, all parties will use the Unified Portal for Social Assistance as a basis for the distribution of assistance. This is especially the case given multiple parties, ongoing internal Palestinian political divide, various requirements, and pressing need for expedited action to deliver assistance.
In a letter to Dr. Ahmed Majdalani, Minister of Social Development, and Dr. Ghazi Hamad, Undersecretary of the Ministry of Social Development (MoSD), AMAN emphasised the necessity of rapid response to the needs of affected families, including in-kind and cash assistance. AMAN recommended that access should be provided to information on the assistance delivered under the MoSD supervision, including in relation to collection, storage and distribution mechanisms. Cooperation will be in place with the Civil Society Team for Control over the Integrity of Assistance Distribution, which AMAN has established within the framework of the campaign.
AMAN drew attention to the guidelines for promoting impartial, transparent, and equitable assistance distribution laid out in the MoSD-approved Handbook for Preventing Corruption in Humanitarian Assistance. In addition to rolling out these guidelines, AMAN called for a collaborative approach to handling citizens’ complaints on assistance. These will be forwarded by AMAN to the MoSD in line with a mechanism to be agreed on later.
