The Coalition for Accountability and Integrity – AMAN held a discussion session regarding the
management of the Electricity Sector in the Gaza Strip, proposing solutions in the light of the
National Reconciliation after the reconciliation agreement to develop solutions to be
implemented, to shed the light over the mechanisms and systems of integrity, transparency and
accountability in managing the Electricity sector in Gaza. Many representatives of the Ministry
of Local Government, the Energy Authority, civil society professionals, the National Committee
for the follow-up of the Electricity file for national factions.
The session was inspired by many specialists from the electricity sector in Gaza, whereas the
Electricity power sector is one of the most important sectors that needs a clear government
policy and a national plan to ensure the continuity of giving citizens service with full integrity,
transparency, and accountability.
Solving the electricity crisis is linked to reconciliation agreement and the empowerment of the
Palestinian Electricity Regulatory Council.
Mr.Bassem Shurrab stated that the Minitry of Local Government aims to cooperate with the
Palestinian Energy Authority and all related parties to establish a national plan which includes
active solutions to help end the electricity crisis in Gaza. Not to mention that the authority is
constantly monitoring the management of the electricity through monitoring the performance
of the board members of the electricity company.
Moreover, Mr.Ahmad Abu Omrin, representative of the Energy Authority clarified the technical
problems that hinder the work of all distribution networks and difficulties faced in the process
of solving the crisis, emphasizing that the reconciliation agreement is a way to unify the energy
sector, and that the Energy Authority in Gaza is working to engage the Palestinian Electricity
Regulatory Council in the sector.
On the other hand, Mr.Talal Owkal, member of AMAN’s General Assembly emphasized that the
reconciliation agreement means addressing all issues of public affairs which have increased due
to the separation of the government.
Mr. Amjad Al-Shawa, Director of the NGO Network, stated that many solutions have been
proposed over the years but none of which has been implemented, and that the responsible
parties of the energy sector did not seek to address the causes of the crisis, instead choosing
temporary solutions, and that it is necessary to address all related parties to adopt a public and
clear policy to solve the crisis.
Moreover, the participants have emphasized the need to solve the electricity crisis, either by
using alternative solar energy in all new projects, whether national or private, or by developing
of infrastructure projects in parallel with the of Israeli and Egypt supply lines, raising the
awareness of the citizens to pay their debts as well as the municipalities and public utilities.
The participants have agreed to make recommendations to improve the service through
developing the electricity network, governance and the regulation of the work of the electricity
sector, through adopting a unified national plan, to ensure the equitable and fair access to
service for the citizens
