AMAN Appreciates the Cabinet Decision on the Financial Rights of the Public Non-ministerial Institution Officials

The Coalition for Accountability and Integrity AMAN, valued the decision issued by the Cabinet in its Session No. (66), held on Tuesday. The decision states (based on the government policy framework for expenditure rationalization…exception abatement… and as a concrete embodiment of the justice principleto strike the balance between the salaries of the ministers and the public non-ministerial institution officials subject to the Civil Service Law as well as the salaries of the public non-ministerial institution officials subject to their private salaries and allowances regulations. Therefore, the Cabinet has decided to set forth a recommendation to the President of the State of Palestine to introduce the regulations required to enforce the compliance of the salaries of the Public non-ministerial institution officials and staff with the Salaries and Allowances Chart annexed to the Civil Service Law).

Mr. Abdel Qader al Husseini, the chairperson of AMAN's board of directors, considered this decision to be a positive response to the recommendations set forth in AMAN’s recent report on the financial rights of the Public non-ministerial institution officials as well as civil institutions.

The report has shed light on the inflated salaries of the public non-ministerial institution officials, the absence of abiding regulations governing the salaries and privileges of the public non-ministerial institution officials, and the lack of wage ceilings defining the salaries of the public non-ministerial institution officials. Therefore, the total of some officials’ salaries outstrip the salary of the President of the State of Palestine. The legal cloudiness engulfing the public companies led to some constitutional violations. For instance, some parliamentarians were appointed as chairpersons for some public non-ministerial departments.  Furthermore, the excessive number of public companies has exhausted the state treasury. The lack of clear-cut criteria for the various position grades in the public non-ministerial institutions wastes the public money, and it does exacerbate the phenomenal refrainment of some public non-ministerial institutionsfrom disclosing the financial rights and wage values of the public non-ministerial institution officials who are not subject to the Civil Service Law and other relevant laws.

Finally, AMAN Coalition for Accountability and Integrity invites the President of the State of Palestine to earnestly consider the submitted recommendation in order to introduce the regulations needed to enforce the compliance of the salaries of the Public non-ministerial institution officials and staff with the Salaries and Allowances Chart annexed to the Civil Service Law.
