AMAN stresses the importance of making information publicly available to uphold the principle of transparency

Ramallah – On the occasion of the International Day for Universal Access to Information, which falls on 28 September of each year, the Coalition for Accountability and Integrity (AMAN) stresses the importance of making information publicly accessible by giving effect to the principle of transparency. The government and public institutions need to publish decisions, information, actions, and policies, contributing to building mutual trust and confidence between citizens and state institutions.

AMAN demanded that the government take expedited action to issue instructions or a guidance manual for publication of public information. This information needs to be disaggregated in line with specific standards and controls. A solid, reliable, and user friendly database will be developed and electronically archived to provide exclusive identification of classified information as well as easy access to required information to both researchers and managers.

AMAN emphasises respect for citizens’ right of access to information. This enables society to take part in the decision making process, hold to account decision makers, and manage public finances in tandem with the principles of good governance. Given its importance for public engagement in the decision making process and accountability of decision makers, access to information is one requirement of the United Nations Convention against Corruption. It is also a prerequisite for government accession to the Open Government Initiative. Access to information is a key indicator of the Palestinian government’s commitment to achieving Sustainable Development Goals, particularly Target 16.10: Ensure public access to information and protect fundamental freedoms, in accordance with national legislation and international agreements. Access to information is also inherently connected to the functions of all sectors, including health, education, grants, labour, employment, land transactions, law, court proceedings, public budget, public spending, taxation, and allocations of Haj (pilgrimage) and Umrah (minor pilgrimage to Mecca). Access to information bears influence on public rights and services in society, such as telecommunications, water, electricity, journalist, hand right to freedom of opinion and expression, and media activity.

AMAN confirms that it will maintain dialogue, in which it has taken an active part for over 18 years and carry on diligent efforts. To promote transparency in Palestinian society AMAN will collaborate with all human rights partners and civil society organisations to place pressure on the government to enact legislation with a view to addressing and guaranteeing Palestinian citizens’ right of access to information both easily and at minimal cost.
