Renewal of Licenses for PALTEL and Jawwal


The Coalition for Accountability and Integrity – AMAN, in cooperation with the Independent Commission for Human Rights (ICHR) and the Palestinian Society for Consumer Protection called on the Palestinian government to publish the text of the renewal license agreement to the Palestine Telecommunications Company – Paltel and Palestine Cellular Communications Company – Jawwal 20 years as from 16/11/2016, amounted of (290) million US dollars, and all annexes regarding this matter.
The above mentioned institutions addressed Prime Minister, Dr. Rami Al-Hamdallah, regarding this agreement based on the citizen's right to seek and access information guaranteed by Article 19 of the International Covenant on Civil and Political Rights, Article 94 of the amended Palestinian Basic Law of 2003 provides for the granting of concessions or obligations relating to the exploitation of the resources of natural resources and public utilities.
“We see the need for the Palestinian government to publish and disseminate all the agreements and their annexes related to the exploitation of natural resources and public facilities," the letter said. This is not limited to the telecommunications sector, but extends to the water sector, electricity, and related sectors to public resources and facilities, reflecting the principle of transparency and good governance, so that the non-dissemination of information does not become an approach based on public work.
