In cooperation with NGOs against corruption
AMAN organized 17 awareness raising sessions on UNCAC
20-30 October 2007

The Coalition For Accountability And Integrity - AMAN organized 17 sessions in cooperation with a group of NGOs against corruption in the West Bank and Gaza Strip during the period of 20-30 October. The purpose of these sessions is to spread awareness and introduce the United Nations Convention against Corruption and ways of application in addition to clarifying the role of civil society institutions in advocating for and supporting this agreement. These meetings targeted representatives of charity associations, municipalities and local councils, schools, universities, women's associations and media professionals in addition to the private sector. The number of participants was around 438.

Main topics in each meeting were divided in two key subjects, the first discussed identifying concepts especially the ones related to corruption, causes and types. While the other subject dealt with the international convention in detail and covered its eight sections focusing on the most important legal provisions to be adopted in order to fight corruption through strengthening the values of honesty, the criminal aspects and corruption practices that should be incriminated, and the international cooperation on all levels in order to fight corruption as well as other issues that the convention tackled.

The interactive learning method and discussion were used to infer the conclusions on the international convention while avoiding the traditional methods of teaching in workshops since such a method is beneficial for the target group in addition to using the projector and the convention's provisions to achieve that.

The main focus with the audience and the participants was on discussing and concluding the results related to the Palestinian reality and its relevance to the international convention in addition to the role that should be given to the Palestinian public society in general and the civil society in specific regarding the corruption phenomenon and the United Nations convention Against Corruption.

There was a positive interaction by participants as it showed through their concern and discussion on the smallest details sometimes, as well as their questions on the mechanism of how to benefit on the Palestinian level from the judicial rules mentioned in the convention.

The meetings reflected other positive outcomes in addition to the awareness about the convention and its rules. This was embodied in creating important networking among the Palestinian civil society organizations. Then it was agreed on the necessity to continue cooperation among them in order to organize more activities related to corruption in general and to the international convention in specific in order for the civil sector to take the initiative as it was suggested several times and AMAN was asked to sponsor and continue to sponsor such activities.

In spite of having some frustrated participants who had their suspicions about the ability to fight corruption in the Palestinian society, as it requires facing many obstacles and making effort and setting a national comprehensive plan as well as a political intention to fight corruption, yet these meetings were able to be effective and made the participants think of creating communications in order to activate this issue. It was suggested that the role of a network of "NGOs against Corruption" is to be activated widely depending on what was mentioned in the international agreement.

Dr. Yaser Amouri, Dr. Mohammed Qirrresh and Mr. Abdul Rahman Asouli participated in facilitating these sessions which were either two or three hours long and were executed through 17 NGOs in the West Bank and Gaza Strip.
