AMAN held a
workshop in the West Bank and Gaza Strip for the purpose of
discussing a study about the legislations and policies and its
compatibility with the United Nations Convention against corruption
as well as to discuss the first draft of the national action plan to
combat corruption.
Ashraf Al-Ajrami,
the Minister of Detainees and Ex-Detainees Affairs attended the
workshop as well as representatives of other ministries and
governmental institutions in addition to parliament members from the
legislative council and representatives of the civil society and
researchers.
Al-Ajrami stated
that the current government is liberated from factionalism yet has a
great heritage of corruption. He also confirmed that the government
is willing to work on a reform plan and will adopt the national
action plan against corruption. He also added that corruption can
not be fought without the existence of a law regarding anti-money
laundering and also confirmed the necessity of ratifying the law of
factions.
During the
workshop, other comments and inputs were presented asking the
government to provide an annual report about its achievements in
fighting corruption and the importance of having an independent
commission against corruption to be established by the civil
society.
Dr. Azmi Shuaibi,
mentioned that the United Nations Convention against Corruption is
not for promotion but to be beneficial for the Palestinian situation
whether the legislations or policies especially that the agreement
does not abide Palestine since it is not yet considered as a state
with the United Nations.
Dr. Shuaibi added
that the draft that was prepared by Mr. Naser Al-Rayyes and Mr. Ali
Abu Dayyak for AMAN will be useful in identifying the shortages in
order to fulfill the gaps in the legislations and policies in
relevance with corruption and to push towards preparing a national
action plan against corruption. |
