AMAN held a
workshop at its headquarter office in Ramallah, to discuss the draft
regulations concerning conflict of interest and protection of
whistle-blowers on corruption. In addition, amendments to some
related articles in the Palestinian Penal Code were proposed.
Representatives of the Cabinet, Legislative Council, legal
departments from different ministries, General Personnel Council,
Palestine Standards Institution, and some NGOs attended the
workshop.
AMAN’s Executive
Director, Ms. Ghada Zghayyer, opened and moderated the workshop. In
her opening statement, Mr. Zughayar stressed the importance of
integrating efforts of the various sectors in combating corruption
since corruption is considered to be a serious encroachment on
development and authority of all sectors, as well as a drain of
resources.
I n
his contribution on the draft regulations, AMAN’s
Commissioner for Combating Corruption, Dr. Azmi Shuibi, stated
that the regulations are no less important than the laws, especially
since they are based on laws that exist and are approved by the
Legislative Council but are not active. He added, "Thus, the
coalition of Aman considers it necessary, since AMAN has committed
itself to contribute to the development of a system of legislations
and policies for combating corruption with the aim of activating
these laws. AMAN plans to achieve that through the submittal of
the draft regulations to the Cabinet for approval and to work
accordingly, after holding consultations and discussions with all
relevant stakeholders.
Participants
discussed the draft regulations for the protection of
whistle-blowers on corruption, draft rules to prevent conflict of
interest in the public sector and the financial disclosure. Also,
they discussed amendments to the draft Palestinian Penal Code, which
were prepared by the Legal Consultant of the Legislative Council,
Mr. Bilal Barghouti, who responded to some queries made in the
workshop, took notes and noted the proposed amendments.
