Since its inception in 2000, the
Coalition for Accountability and Integrity "AMAN" sought to build an
effective national integrity system as a requirement of good
governance. In order to achieve this, it worked on stimulating the
political Will and the completion of building and strengthening
Palestinian institutions on the basis of integrity, transparency and
accountability. It also worked to build a culture that resists
corruption acts in all its forms, through coordinating and cooperating
with all the sectors in the Palestinian society.
Recently, Israeli media, followed by
others, reported on allegations of financial and moral corruption cases
indicting officials in the Palestinian National Authority and
specifically in the Office of the President. AMAN, in its capacity as
the major institution fighting corruption in Palestine, embarked on
investigating and following up on the above mentioned issue.
In its public statement, AMAN called for
the following:

All nationals to be aware of
exploitations by external parties whose aim is to to politicize and
achieve personal gains from this matter by labeling the Palestinian
National Authority with corruption and lack of competence to run the
government hence raise speculations on its ability before the
Palestinian people. AMAN stressed that these issues need to be
addressed only within the framework of combating corruption in order
to achieve administrative and financial reform of PNA institutions.

All responsible parties to
immediately investigate allegations raised against involved
individuals and to hold them accountable in accordance with the
Palestinian Law free of favoritism towards any person regardless of
his/ her role or position.

It called on the PNA president to
form an independent committee that includes experienced judges and
people from the various Palestinian sectors. The Committee should
exercise its work with full integrity and transparency including
announcement of results of the investigations publicly as part of
the public’s right to access to information, as stated in the
provisions of the law.
Finally, in recognition of the many
steps taken by the PNA to achieve financial and administrative reform in
its institutions, AMAN calls for the protection and sustainability of
achievements gained thus far such as reform-related amendments
incorporated in the Amended Basic Law; institutionalization of policies
and procedures within the work of many PNA institutions; steps taken to
ensure transparency of the general budget; establishing Complaint Units
in many of its institutions; and promoting internal and external
monitoring in the various PNA agencies.
