
AMAN participated in the United Nations Conference of State
Parties of the Convention against Corruption in Bali, Indonesia
and was represented by Ms. Manar Salem, the project manager of
the support of implementation of the Convention in the coalition
of Aman. Dr. Mahmoud Abu-Rob, director of the Financial &
Administrative Control Bureau represented the Palestinian
National Authority, in the presence of Palestinian Ambassador to
Indonesia Mr. Fareez Mahdawi.
The conference stressed on the urge to establish a timetable for the
effective implementation of the Convention. In order to achieve the
desired objective of this Convention, States parties called on to
review the implementation of the Convention, through the
establishment of an independent panel of experts to help States
parties to activate the review mechanism and develop a clear
mechanism for screening the reports filed by those States regarding
the application of the Convention as well as monitoring the
implementation of mandatory requirements. In addition to mechanisms
that activate the role of civil society institutions in implementing
the Convention.
The conference also called on
retrieving stolen assets, because of their impacts on nations that
become victims of stealing their savings, which leads to impeding
the social and economic development in those countries. The
conference emphasized the importance of the technical assistance of
the United Nations Convention, where having a professional technical
assistance is essential for the effective implementation of the
Convention.
Governments were encouraged in the conference to adopt rules that
promote transparency and accountability in the private sector, and
the private sector was urged to support and strengthen the
implementation of the Convention in States parties. Also, it was
emphasized on the need to protect whistle-blowers, witnesses and
activists in the field of combating corruption.
