
AMAN held a workshop at its headquarter office in Ramallah,
to discuss the draft regulations concerning conflict of interest and
protection of whistle-blowers on corruption, in addition to proposed
amendments to some related articles in the Palestinian Penal Code.
The workshop was held in the presence of representatives of the
Cabinet, Legislative Council, legal departments in different
ministries, General Personnel Council, Palestine Standards
Institution and some NGOs.
Aman's Executive
Director, Ms. Ghada Zghayyer, who opened and moderated the workshop,
stressed the importance of continuing the integration efforts of
various sectors in combating corruption since corruption is
considered to be a serious encroachment on development and
authority, as well as a drain of resources.

his contribution on the draft regulations, the General
Commissioner for Anti-Corruption Affairs- Aman, Dr. Azmi Shuibi,
stated that the regulations are no less
important than laws, especially that they are based on laws that
already exist and are approved by the Legislative Council but not
active. He added, "Thus, the coalition of Aman considers it
necessary, as Aman committed itself to contribute to the development
of a system of legislations and policies for combating corruption,
to activate these laws through the submittal of the draft
regulations to the Cabinet for approval and working accordingly,
after consultations and discussions with all relevant stakeholders.

whistle-blowers on corruption, draft rules to prevent conflict of
interest in the public sector and the financial disclosure. Also,
they discussed amendments to the draft Palestinian Penal Code, which
were prepared by the Legal Counsel of the Legislative Council, Mr.
Bilal Barghouti, who responded to some queries made in the workshop,
took notes and noted the proposed amendments.
