To combat corruption and to deepen the values of integrity,
accountability and transparency in NGO work, AMAN and NDC, have
developed and revised a resource package which includes a manual on
best practice procedures, administrative and financial rules, and
good governance in general. The manual is designed to assist NGOs to
promote the above-mentioned values and principles in addition to
promoting justice and respect of the rule of law.
The manual serves to provide a unified reference to all NGOs
regardless of their size, location or field of work.
Information and instructions provided in the manual, applied
correctly, is intended to contribute to the creation of the “model"
NGO, which in turn will prompt public institutions to follow the
same route.
It is important to mention that this manual was first drafted by
NDC. However, after review by AMAN's team of experts, it was jointly
agreed by AMAN and NDC to integrate principles of transparency,
values of integrity, and systems of accountability to the text.
The team of experts included a financial consultant, Fadi Qattan;
an administrative consultant, Dr. Mohammed Abu Zayed; legal
consultant, Abed Alraheem Taha; a strategic planning expert, Shawkat
Sarsour; Dr. Azmi Alshuaibi, anti-corruption commissioner at AMAN;
AMAN's executive director, Ghada Zughayar; and project coordinator,
Abeer Musleh.
Furthermore,
AMAN is planning to conduct several capacity building training
courses in May, 2008 for NGOs in the West Bank and the Gaza Strip.
The courses will focus on implementing the special Code of Conduct
for NGOs (CoC) which constitutes the bases for the manual. It is
worthy to note that the comprehensive CoC was the result of a joint
effort between NDC, four other NGO networks and AMAN. AMAN’s
contribution was the integration of the sections on transparency and
accountability for NGOs, developed earlier in an exclusive CoC. It
also worked with NDC as a consultant for the comprehensive CoC,
which incidentally was signed by approximately 400 NGOs.
