Strengthening NGOs: Guide to Public Hearings for NGOs
NGOs hold the government accountable through public hearings in the parliament. Now the Nazaha-project has published a report concerning this issue.
PA Funds Allocation and Distribution Report
The PA Allocation and Distribution report aims at the following:
examining the incoming and outgoing finances of the PA for the purpose of defining the size of these funds
defining the size of funds held by the Israeli government which are collected on behalf of the Palestinians in the form of taxes and customs
defining the number and amount of grants and assistance given to the PA during that period; as well as the mechanisms used for distribution
defining obstacles and problems related to the allocation and distribution of these funds
defining violations of the PA that relate to the allocation and distribution of these funds

The sevenths edition of the newsletter “Nazaha/Integrity” is focusing on the founding of “NGOs against Corruption” a broad coalition of 100 Palestinian NGOs committed to fight corruption on all levels of society. Other issues concerning integrity, transparency and accountability within the NGO-sector in Palestine are being raised as well. The newsletter is published regularly in the framework of the Nazaha project.
AMAN (Coalition for Accountability and Integrity), together with the Konrad-Adenauer-Stiftung (KAS), is implementing this project to strengthen the Palestinian civil society through enhancing the accountability and good governance in the NGO sector.
This project is part of the European Union’s “Initiative for Democracy and Human Rights” and jointly funded by the EU and the KAS.
The overall goal of the project is the fight against corruption within Palestinian NGOs and – as a second step - to enable these NGOs to play their watchdog role in order to help creating a more transparent and accountable public sector in the Palestinian Autonomous Territories.
All NGOs involved in the project are compelled to adopt strict standards of integrity, accountability and transparency. A Code of Conduct, auditing and transparency vis-à-vis the public are part of these standards. An incentive to implement the Code of Conduct will be given by awarding a NGO certificate of integrity.
Code of Conduct for Palestinian NGOs
Code of Conduct on Transparency and Accountability for Palestinian NGOs has been completed. It has been signed so far by 108 Palestinian NGOs.
Report on the Current Legal Situation of NGOs in the Palestinian Autonomous Territories
In the framework of the Nazaha-project, a report concerning the legal basis for enhancing integrity and the fight against corruption within the Palestinian NGO-sector was compiled in cooperation with the legal expert Fatima al-Moa’qat.
The report includes an analysis of the legal framework for NGOs and the parts of the statutory law which guarantee the freedom of their work and support transparency and accountability in the work of NGOs. A comparison of local and international norms for the work of NGOs enables the Nazaha-project to develop a catalogue of rules, which shall be reckoned as a benchmark for the work of NGOs.
The report about the legal situation has been released together with a recent study about transparency and integrity in the Palestinian NGO-sector.
The study constitutes an important contribution to the dialogue between the Nazaha-project and the Palestinian NGOs. It reached the conclusion that there are decisive differences between Palestinian NGOs concerning the levels of transparency and integrity.
Although the majority of NGOs publishes reports about their projects and activities, there are only few who are willing to publicize their internal regulations for choosing their donors and their internal pattern of finance...
Sixth Issue of the Newsletter “Nazaha/Integrity”
The sixth edition of the newsletter “Nazaha/Integrity” is focusing on the Code of Conduct for Transparency and Integrity, which has been introduced by the Nazaha-project in July 2007 and has already been signed by nearly 90 Palestinian NGOs. Other issues concerning integrity, transparency and accountability within the NGO-sector in Palestine are being raised as well. The newsletter is published regularly in the framework of the Nazaha project.

The brochure “Strategies for the Combat against Corruption and Bribery” informs the reader about dangers and damage for the civil society resulting from a lack of transparency and accountability. “Combat against Corruption and Bribery in the Arab World as Precondition for Human Development” is the title of the third brochure, which focuses on the meaning of the combat against corruption and bribery in order to establish long term peace, human rights and justice in the Arab world.
This brochure elucidates the reader about the role of civil society and civil organisations, as well as about the character of relations between civil society and the government concerning an efficient engagement against corruption and bribery.
Financial and Administrative Standards for the NGO-Sector
In the scope of a recently accomplished study by the Nazaha Project, a catalogue of financial and administrative standards was compiled.
The objective of the Nazaha Project is first to combat corruption and bribery among Palestinian NGOs, and secondly to allow them to function as a watchdog. In turn, this should result in a more transparent and more accountable public sector in the Palestinian Autonomous Areas.
Compliance of particular financial and administrative policies is crucial to sustain transparency within the NGOs. The study contains information about practises which help NGOs to master the growing challenges and duties towards the population, taking the two guidelines transparency and accountability in consideration. Besides, it provides an amount of guidelines regarding procedures and avenues of approach which applies to the work within NGOs.
The results of the study, which is now available as a booklet, also cover important issues like accounting, controlling and financial management, as well as guidelines for financial reports.

Opinion Poll among NGO-Employees about Corruption in their Field
85% of NGO-employees consider corruption as a serious problem in the Palestinian NGO-sector, while more then half of them (58%) rate the work of NGOs as too ineffective. This is the result of an opinion poll, among employees of Palestinian NGOs, conducted within the framework of the Nazaha-project by the Alpha Institute for Research and Information. The poll mainly focused on the areas transparency and accountability. >>
Public Opinion Poll on NGOs in Palestine
A public opinion survey concerning the state of Palestinian NGOs and charities, conducted by the Nazaha project for strengthening Palestinian civil society through enhancing transparency in the NGO sector revealed that 53% of Palestinians believe that nepotism and its related forms are the most prevalent forms of corruption in NGOs and that 70% of Palestinians believe that NGOs & charities do not disclose their financial, administrative, or program related information to the public.
The Nazaha project now published a booklet consisting of the results and an analysis of the poll and several articles written by representatives of the NGO community reacting to the results of the survey.
