The campaign aimed at raising the public awareness towards
corruption phenomenon in its different forms; ways of
combating it; and developing the concepts regarding the
values of integrity, systems of transparency and
accountability. The campaign also included producing and
disseminating a series of educational publications,
including road advertisements, posters, TV and radio spots
as well as plays;, also newspaper ads and educational
brochures that promote the above-mentioned were distributed
to the public.
In
order to achieve this objective and to reach the results,
the following activities were implemented by AMAN Coalition:
First: Implementing a
comprehensive Public Awareness Campaign
The campaign included:

Educational brochures on the concept of
corruption, its forms and ways to combat it.

Posters,
pictures and broadcasting radio spots on the dangers of
Wasta, nepotism, and favoritism in appointing employees
and service delivery.
-
Educational brochure included segments
from the UN Anti-Corruption Convention.
-
Educational brochure on the role of media
and its actors in combating corruption.

Educational brochure on the role of the
private sector in combating corruption
Second: Raising the
Capabilities of Civil Society Organizations (CSOs) for
Developing Necessary Mechanisms that guarantee Promoting the
Values of Integrity, Systems of Accountability and
Principles of Transparency in their Work:
In
order to create a more challenging environment against
corruption in the civil society organizations and to restore
its effective role in fighting corruption,, AMAN continued
to work with CSOs through implementing the following
activities:
Conducting a series of
training courses for NGOs, Charitable and Co-operative
Organizations. The Courses targeted financial managers,
directors, and members of administrative committees; it
included:
Training
courses on the various forms of corruption and ways of
combating it.
Details of the courses also included an understanding of the
concept of corruption, its causes, symptoms, ways to combat
it and the role of accountability in reducing its spreading.
In
addition, the training included a course on financial and
administrative standards, exclusively designed to ensure
that transparency and accountability are applied at work .
Training
courses on mechanisms of “promoting values of integrity and
systems of accountability”.
In
order to insure that transparency means are followed, a
number of training courses targeting
employees of co-operative societies, provided suggested
techniques of promoting transparency principles in the
co-operative societies. The training also pointed out the
importance of the legal status role of the institution and
the internal regulations within the co-operative, in
addition to reinforcing transparency when writing and
issuing final financial reports,.

Developing
an Anti-corruption Code of Conduct for NGO employees.

Developing best practice
manual for administrative and financial procedures to be
followed at NGO.

Producing a series of
studies and reports that included:
Review of the Charitable and Non-Governmental
Organizations Law, relating to accountability and
transparency for future amendment /s.
An assessment study of Palestinian NGOs
commitment to the systems of accountability and transparency
at work.
Third: Raising the Palestinian
Citizen’s Awareness towards the principles of Integrity,
Transparency and Accountability:
In
order to provide information and techniques that promote
Palestinian public awareness on the principles of
transparency and accountability, and to raise the awareness
of the public of AMAN’s different activities and its role in
enhancing these principles, AMAN implemented the following
set of activities:

Opinion Polls
Key strategies for Aman include opinion polls as an
important tool for planning, since they provide valuable
information and are considered good indicators for planning
. Therefore, AMAN utilized the information to compare any
changes in the public opinion regarding the people’s
understanding and perception of corruption, and good
governance in the Palestinian Society. In 2006, AMAN
conducted two opinion polls:

Opinion poll on corruption in the private sector:
The poll aimed at measuring the perceptions
of private sector employees and stockholders on issues of
transparency, integrity and accountability within their
private sector institutions. The poll was implemented on a
representative sample for both employees and stockholders in
the private companies that employ 51 individuals or more,
and is run by a Board of Directors.
- Opinion poll on
corruption in NGOs:
The poll aimed at measuring the public perception on
Palestinian NGOs work and their commitment to the principles
of transparency and accountability and the values of
integrity at work. It also intended to measure the public
opinion about the extent of corruption within the
Palestinian NGOs.

AMAN’s Periodic Newsletter
AMAN published four issues covering its various activities,
articles and subjects relating to the different forms of
corruption and means for combating it in the Palestinian
society.

Reports
AMAN issued a number of reports and studies on issues
pertaining to the environment affecting corruption in
Palestine. The reports illustrated that the problem
existed in the unbalanced separation of powers; lack of
monitoring of one another and the lack of commitment of some
public institutions to promote the right of citizens to
access to public information
